The final week of the regular season is here. Because of the fires in Nor-Cal and the cancellation of several games, the NCS voted to suspend the rule that teams under .500 could not apply for the playoffs. This year everyone can apply and the accepted 16 teams will be seeded.

I expect 12 teams to apply, I would be shocked if all 16 apply.
I agree 16 would be a stretch but it's been an unusual year...
